It depends on a lot of factors, like your budget, the amount of time you have to dedicate to the process, how much experience you have in the field and whether or not your cousin happens to be a website designer.
If you’re trying to save money, DIY is definitely the way to go.
If you want it done on a very tight timeline, hiring someone is probably your best bet.
If you don’t have any experience building a website and don’t happen to have a cousin who’s an expert in the field, well, I would recommend not going down this route.
